What's Up with the Budget?

First Budget Forum, September 30, 2009

On September 30th, Superintendent Jim Negri and Assistant Superintendent for Business Services Mike Bush held the first Public Forum to discuss the status of the District and California budgets. Meetings specifically for employees were held on September 24th and September 30th. While the turnout for the three meetings was small, the meetings provided the District an opportunity to explain what has happened with the District budget since it was adopted in June 2009 and the impact the California budget is having on the District budget. These meetings were the first steps in the development of the 2010-2011 budget.

Key points regarding the District budget included:

  • the District is receiving $585 per student less than it did in 2006-2007
  • the state reduced per student funding by $252 after the close of the 2008-2009 fiscal year
  • the per student funding the District is receiving this year is $1,426 less that the required statutory funding
  • the District made $4.1 million in budget cuts for the current year (e.g., class size reduction in high school, 4th grade instrumental music) and is projected to receive $3.1 million less revenue for 2010-2011, which will result in further program and personnel cuts.
  • the budget numbers from the state are constantly changing. (Note: Within a few weeks after the Public Forum, the state announced that state revenues for the first four months of the fiscal year were $1.85 billion below projection and the deficit is projected to grow to $7.5 billion by the year of the fiscal end. There has been no statewide discussion regarding the impact of this deficit on K-12 education funding.)
  • The next important date in the budget process will be the release of the Governor's Budget on January 8, 2010. That budget will drive the development of the 2010-2011 district budget, which is projected to see a $3.1 million revenue shortfall.
  • The district received $3,567,740 in Federal Stimulus Fiscal Stabilization (SFSF) funding of which $2,329,677 will be spent in 2009-2010 and $1,238,603 will remain in the fund balance for use in 2010-2011. The funds expended for 2009-2010 were used to reduce the number of layoffs that the district had to make for this year. How the remaining funds will be spent will be determined through the budget development process. It is important to understand that the SFSF funding is one-time funding.
